MINUTES OF COMMITTEE MEETING 20th May 2004

The secretary was reminded to change the distribution list to include
Paul Joslyn in the circulation.

3)
Flying Sites.
A possible site at Mapledurham has been identified and Tony Roberts
has been discussing with the agent for the estate.
This is a strip used by full size aircraft and some reassurance about the
working of such a site may be needed by the operators of the full size aircraft. Sight of the insurance policy may also be required by the
agent. This can be arranged and an
explanation of the insurance arrangements given to the agent.
The basic principle is that insurance is for each individual rather than
for the club. Affiliation to the
BMFA also give the club some indemnity for the activities of the club.
It can be explained that it is a condition of membership of the club that
people are also members of the BMFA. The
majority pay their BMFA subscription through the club.
Those who make other arrangements for their BMFA membership are required
to show proof of their membership when renewing their club membership.
A trial of the site had been proposed and interim permission for trial purposes
had been granted by the agent. Dates for a trial were suggested, including 2nd
or 6th June with back up dates of possibly 16th or 20th
June. It was agreed to ask Tony to
discuss with the agent which would be the most suitable date and to invite him
to attend a trial so that he could judge the noise levels of models.
The secretary was to email Tony Roberts.
It was agreed that should the club be successful in negotiating a new site,
whether it be this site or another, the flying site rules would include a
requirement for all models to be noise tested prior to their first flight at the
site. All models would be required
to meet the noise limits as set out in the BMFA handbook. A certificate would be
issued which would include the type of engine and propeller type and size with
which the model was tested. Any
changes to the combination, such as changing the propeller size, type, or make
would require the model to be retested before being flown again.
It would be perfectly acceptable for the model to be tested with several
different propellers so that the owner has the options, provided all
combinations meet the noise requirements. The
certificate and record kept would show this range.

Club policy on promotion of
welfare and care of children and vulnerable adults
Since the previous meeting the secretary had discussed the details
with the BMFA to clarify which forms would need to be completed.
This had been clarified and the forms will be distributed to the club
instructors in early July. Identification
in the form of a passport, driving licence etc will need to be shown to Martin
Dance, Ron Perkins or Andrew Stretton for completion of the first part of the
form.

Employers liability insurance
The secretary had discussed at length with the BMFA the basis for
providing ELCI. The points raised
with the BMFA relate to the application of legislation which uses the same
definition of employment as in the Employer Liability Insurance Act.
The secretary expressed concern that legislation does not allow
selectivity and that if it is accepted that a club is an employer as defined in
this Act then the principle in law is that it is accepted that any other
legislation using the same definition also applies. The BMFA stated that they would raise with the insurance
brokers the basis for their assumption and whether the insurance should really
be a type of third party insurance. A
response from the BMFA is awaited and the secretary agreed to follow this up.

Meetings are now at the field. The
hall is closed during June and so if the weather is inclement for the meetings
they cannot be transferred to the hall. The
committee agreed that enquiries should be made to establish whether the hall was
now a non-smoking building.
Members are reminded to check the dates when the flying field will be closed for
regattas. Dates are at the flying
field and on the website.
The next committee meeting will be 22nd July at the Woodley Centre.
